I've been to a Michelin 3 star restaurant in New York (Masa).
I can honestly say Michelin does not have enough stars in their
system to rate Nakahigashi in Kyoto. I've only been to Nakahigashi
once, but it deserves far more than 3 stars.
I hate these guides. There are so many wonderful restaurants in this country, and there is no way that snob guide will ever get to taste the food they make. This book is only for restaurants with connections...and cash.

Lots of good food to choose from in Osaka. Not sure about the European cuisine but I ate at some fantastic sushi places.
