    The new pension body has decided not to hire around 790 people upon whom the insurance agency has imposed punitive actions

    Punitive actions for what? oh, those 'missing' 50M pension records, falsifying pension premium and misappropriation/pocketing for personal use. Nevermind 2000 new jobs will be created but no one knows the fate of missing records ...may take few decades.
