should I understand that only 3.1% continued with higher education?

timeon: no, they are enrolled in unemployment data. Pls make it easier and just tell us the number of baby boomers retired and how many babies (grown-up) got the employment.

Its nice to know that all those J girls who spent four years studying Japanese literature found jobs answering phones and making tea.

Of course the vast majority got job offers... at 200,00 yen a month ! Poverty level wages, but beggers cant be choosy, not in todays Japan !
