Boeing's military division is setting themselves up for failure if they do this. You can't promise (multiple times, apparently) that the jobs will be created in Kansas if you win the contract, then announce after the contract is awarded to you that you're looking at a move that will be CUTTING what's estimated to be over 2,000 jobs in Kansas. Boeing will never get another government contract awarded for this kind of deceit.
