They already have a poor network of branches in Japan, the majority centered on the Kanto area, while their ATM system does not connect to many of the regular Japanese bank ATMs.
No doubt some corporate spin doctor will promote these closures as service improvements...

The Citi ATMS are connected to BANCS (the ATM network of the majopr banks) and to MICS (the ATM network of the regional banks). There are probably more - since these two connections were completed in the late 80's.

but you can also use POst office ATMs for free (though that is up until 7pm/9pm each evening)
