    Sounds great on paper but as mentioned political instability and corruption, not conducive to operating firms.

    Yes, the subsidy does appear to only satisfy the greedy demands of corruption and insurance from abruptly forced circumstances induced by political instability, but the money can help bring stability if given to a particular power struggling faction it can recruit more soldiers and buy weapons to maintain power and hence maintain stability. Corruption can be dealt favorably, the regime may grant monopolies, suspend/overlook enforcement of labor laws and give tax breaks (where the amount of tax saved outweighs the 'donation'). The only losers in this arrangement are the ordinary locals who might fair no better or worse in terms of dignity but they still get jobs. If you think this is all to cold, you're right, this is business, it's not some NGO or UN humanitarian mission. Even still, the cold hands of the corporate entity can still give more to these people than whatever meager offerings humanitarian organizations could give from donations collected on an irregular basis.

    this is so peanuts i'm surpised at the lack of public outcry. after all japan did to africa in the colonial period you'd think thy'd at least be willing to help out a tad.

    Africa is last continent, on earth now, for economic projects. Given africa size they can be developed to trillions for africa's GDP/world's GDP.

    260 billion yen(260 million USD roughly) japan support, this could be higher. China/India/EU/US/Asean/AUS/NZ and others should consider expanding their companies more in unsaturated african human resources and africa's GDP/world's GDP.

    Africa is not asking Japan to bring its companies. Africa is saying we have the resources and we want to sell to you at world market prices. That means a ton of nickel at plus 40,000 US - not 8,000 as Japanese trading companies demand and at the same time offer 50,000 to London for looted African nickel. African's want to sell Columbine Tantalite to Hitachi and Sony at not less than 150 per kilo. Japan offers a dollar per kilo and yet wants the same kilo for 150 from a minerals broker in Shanghai. African's want funding for new mining operations. Those Africans are in most cases White Africans. ANd when Japan realizes that Japan says okay you and us work together but if you can pay the workers less we make a bigger profit. The White Africans tell the Mitsui's to take a hike...

    Africa is saying to Japan it makes more sense for you to pay us instead of paying foreign middlemen. Japan is deaf.

    African's say for infra-structure our greatest need is piped water supply. Japan says what you need is an eight lane highway to the coast. Africans say we don't need education if we don't have jobs that require education. Japan doesn't get it. Africa says we need you to return all the overcharges we've been subjected to through every single loan we've received from you. Japan says, "Yes, but...", or "By the way..."

    This TICAD gathering is the biggest insult to Africans since David Livingstone - the TB exhile - was called an explorer. Give us a break...

    unsrejects- Great post. Japan/africa communications over african woes seem to have communications breakdown.

    Africa does not need more unemployed educated people, they must first do up piped water, which absolutely crucial basic to move up.

    Africa should seek out water supplies companies globally.

    Many nations have companies that build first, collect revenue and transfer ownership/tech to africans later. Nations need to treat africa with equality in all endeavours. Rich nations need to reduce underpaying systems in revenue in africa's trade ties. The richer nations get, the more the love for money/wealth over people.
