without customers production gains are an empty remark

Factory output jumps so does CO2 level but demand remains low both for domestic and overseas markets. But no harm, keep this production in govt.'s special reserves. Unemployment and shriking exports/domestic consumption is of some concern if Japan is to retain its ranking as world's second largest economy.
