The WTO wants to equalize the world and by that I mean make all countries equally poor and helpless. Food production is a national security issue and wealthy countries have the right to protect their farmers for that very reason. When will you all wake up and realize that maintaining domestic production is essential to having a strong country. I wish Japan could produce all its own food, that would be healthier for the populace and the planet. Shipping food all over the globe is far worse for the envionment than factories, cars or anything else.
I have to agree with usaexpat on the point that locally grown is far better for the environment than importing over long distances. However I do think poorer countries do need to be able to compete a little more for economic, social, and environmental reasons. As long as they remain poor they can't make reforms or upgrade industry to be more eco-friendly, they can't alleviate hunger/poverty and without a middle class there can be only so much stability.
"The proposed 4 to 6 percent limit would force Japan and others to substantially cut import tariffs on many politically sensitive products, such as rice, wheat and dairy products."
The real winners here would be "we" the consumers ! Japanese rice ? 10 times the world price ! wheat ? 6 times the world average ! Dairy ??? Ummm, where's the butter ???
Time for Japanese farmers to get down off their high horses... they are making life a living hell for consumers in Japan with all their selfishness !

WTO farm products need japan to get it moving, japan consumers will win big if they do not oppose.
Japan farmers should get WTO compensation deals, if possible, to help deals get going in new WTO deal.
WTO farm committe can also go with deals, with delay of japan's approval.
There are no trade blokades anywhere these days, WTO will change global agro food product business, and it is already changing in many nations.
Some nations are just better a agri food products, let the grow bigger.
Other nations must focus on non agri products or speciality agri products for incomes via free trade.
