    But it was made even harder because of the huge rise in fossil fuel use since the nuclear disaster at Fukushima put Tokyo’s atomic energy program on hold.

    Well that's a big surprise... considering Japan's highest efficiency alternative energies release ten times more CO2 over the course of their life, and the normal ones are 20x more
