Basically what they are saying is "The present government cannot guarantee if or how future governmenst will adhere to any agreement the present government had signed so the present government cannot issue a guarantee of obligation or write it within the fiscal budget."
This kind of attitude will never get any long term plan to materialize.

World's biggest business that exist in the field of Railways is in India where the government is going to spend hundreds of billion dollars on upgradation and modernization of the entire railway system including providing and raising the facilities to the passengers at railway stations to the global level. Japanese companies have enormous business opportunities existing in India and the work is so huge that it will take at least a decade for them to complete.

So then why doesn't Tokyo just pull out?
Methinks, this is really about the vanity rivalry between Japan and China. The needs of the average Indonesian are being ignored.
The Europeans and Canadians excel in efficient competitive systems, light rail, trams, etc., which have long been transporting people in countries throughout the world cheaply and efficiently.
Indonesians should turn to those multinational companies and consortiums, which will view the project as a practical and efficient business endeavor and not a matter of the national pride of the providing nation.

Japan is hell bent on getting the contract over China for what was $5 billion, now will be substantially less with a lower speed train, yet they cant even give a decent bid on the $50billion submarine contract with Australia, got all there priorities in the wrong place
