What Japan really needs is fuel economy and emissions testing done by a governmental agency or a certified third party to stop the shenanigans like what Mitsubishi tried to do. Here in the USA, all fuel economy and emissions certification are done by the Environmental Protection Agency (EPA); in fact, the current EPA fuel economy test implemented in 2007 is considered by many the most stringent in the world because it's based on real driving conditions, especially the highway test with running in higher ambient temperatures, air conditioner running a lot and even a short running at 130 km/h (circa 80 mph).

Awww.... poor Mitsubishi! Imagine if they had posted the real stats of their fuel emissions as quickly as they do their losses in an attempt at pity and as a preemptive for getting ready to ask for bailouts over the matter, they might not be in this mess. Meanwhile only this week it was revealed the scandal extends to models other than those they have declared to falsified... after being caught, of course.

Consumers all agree on that but govt shows zero consumer protection concerns in Japan, the land of price fixing therefore self regulation and third parties appointed by the principal are the norms from political affair to the corporate ones.
