As far as I know (and experienced), if you ask for it, they give it to you...
And how many Japanese "ryugakusei"s are studying elsewhere? seriously, it's not all that complicated of an equation. It's just a way how the world is becoming.

Most of the students also work at part-time jobs while in school, even if they don't (or can't) remain in Japan after graduation.
