    Japan wants skilled or unskilled labor (with knowledge of Japanese or without knowledge of Japanese) where Japanese people do not want to work.

    Many foreigners are not qualified for marketing Jobs in Japanese domestic market, as they are not native Japanese speaker, but they are qualified to work in factories for night shifts. In Japan marketing means no needs to talk with clients. You should know how to waste 5-10 minutes in meisi (business card) exchange and other formalities.

    without any official data, I've noticed that suddenly most of the staff at izakayas and combini are foreigners (mostly Chinese). I guess the companies changed their policies, because about 5 years ago the foreigners could work only in the back, washing dishes and chopping onion

    Nobody knows how many foreigners are doing part time jobs in Japan.

    Japanese companies did not change its old conservative policy.

    These days’ Japanese companies hiring more Chinese, Indian, Russian people, so these people can help to boost Japanese sells in their local market.

    Its fine to hire Chinese and other low wage earners as workers to do the farming and other menial labour that Japanese no longer want to do, however in order to stay competative on the global stage, Japan still needs to bring in more international creative and other white collar talent

    By region, Tokyo accounted for 77,080 of the workers, or 22.8%, followed by Aichi Prefecture with 44,823, or 13.2%, and Shizuoka Prefecture with 22,092, or 6.5%

    I'm no math whiz, but that accounts for only 42.5%. I guess Kansai would make up a big chunk of the remainder. Why don't they get a mention?

    kaminarikeizai, job description is irrelvant here. be it blue or white collar, everyone pays his/her chunk of taxes.
