Oil prices will remain volatile, I suspect.
If producers are pumping as fast as they can to make up for lower prices by increasing volumes, in future they will start hitting a wall in production, and prices will spike higher again.
They'd be better off long term trying to finance their governments in a more oil-price independent manner, but then I think politicians rarely act in their countries' long term interests.
