I think Cerberus had to back down on their original plans for shutting down certain Seibu rail lines because of too many complaints from riders. That doesn't surprise me, since the western Tokyo wards are already hard-pressed to keep up with ridership, as anyone who rides the JR East Chuo Main LIne and Saikyo Line trains during the morning commute can attest to.
