"foreign expertise"??? That "Star" was "Loan Star Funds", which is a fund in Texas. The Americans are getting out. I guess they didn't have much expertise to offer. Why would any other foreigners?

I think it's good timing for loan dep of bank after Abe take over because more people will borrow money to buy real estates. On the other hand, it's also good for shareholders of Tokyo Star Bank because they can get stable foreign cash instead of devaluing yen. It's win-win transaction under the situation that everyone is trying to use yen to exchange anything else for the time being.
