Tokyo/NYC fears only temporary. The Economic slide can be overcome via various economic confidence rebuilding measures.
Tokyo/NYC economy just slowed from 110 above kph to 100 something kph. Nothing to worry economy just moving to safer lower speed,the goodies are still moving.
When ship passes through economic storm it can slide up to 110 above kph again.

It is no weather report, economy downturn is mainly Japan's domestic problem and BOJ tankan report was prepared before USA financial crisis surfaced, as such TSE is unlikely to go up.
