The Shanghai Food and Drug Administration, one of the agencies investigating the case, said on Monday that OSI was responsible for the incident and urged more cooperation in the probe, according to a statement on its microblog.

Big shocker here that a Chinese government entity wants to put all the blame on a foreign corporation because the glorious people of China would NEVER do something like this unless ordered to do so by an unwashed foreigner. It sounds like OSI is already cooperating as much as it can, so this "urged more cooperation" comment must mean that OSI hasn't confessed to whatever crime China is trying to pin on them, yet.
