It looks like China is in for a waste of money. The same thing, trying to compensate a policy that in one way or another gets in the way of human life and/or happiness has been tried countless times before. The US, several European countries, the Soviet Union, yes, Japan too, South Africa, just about any country in any measure. It hasn't worked anywhere for long. It worked on the home front, where you could exclude what other people had to say. In the age of the internet, that has become increasingly difficult too. China's government of course has a problem. They want a good image, but by having a seriously oppressive regime at home doesn't help. At the same time, they can't easily change that without removing that regime altogether and possibly having the people of that regime getting caught in the backlash of the opinion on their own policy. Where it is possible, what is needed is first that if one wants to be viewed of having a good policy, then have one. Second, don't hide anything. Governments naturally have a tendency to do that. It makes people nervous and they tend to jump to conspiracy theories, or they get angry and say pretty nasty things they don't really mean... And third, listen closely to what can be done better. Every country has, in different degrees and ways, something that's simply not quite good enough. But there's normally a 'best in the world' country on any concept of policy, and with 6 billion people there are some pretty bright ideas floating around between all the rubbish. If governments close themselves off from that, they're shooting themselves in their PR foot.

Been studying this for a loooooong time, and I can see the PRC doing well in broadcast media - able to define his/herself aggressively rather than others defining him/her. Whether they can achieve style and finesse in the media in the short term is a long shot: in the mid term, it is very doable. However, the CCP would eventually be seen as a hindrance by professional media groups, for they would be too rigid in mindset to present a globally attractive message. Time will tell.

Media in any country is just pseudo scholars spewing out a litany of garbage and propagnda controlled by the dominant part of society, why should China be expected to be any different.

the chinese are dissseminating disinformation around the world?! effusing propaganda here, there and everywhere?! say it isn't so. perish the thought. the chinese are a decent, honest and truthful people?! stifling my laughter

It makes sense for the propaganda arm of the CCP to ask NBC, the propaganda arm of the Obama administration for advice. As for objectivity and balance? LOL...that's a knee-slapper there.

America has Mickey, Japan has Kitty. Forget the English, China needs a cute fuzzy cartoon character that makes school girls squeal with delight (A Trojan horse size propaganda panda... Ping-Ping?) if they are to compete with the rest of the world and make us all believe in their inert nationalistic intentions (INI). The cuddly character could be used on everything from school books and aircraft carriers to flu masks and nuclear warheads.

So this new project should be one step above in quality of its reporting compared to the Radio Press of North Korea....

China is collaborating with NK for ideas even as we read this.

Propaganda from China is very often distinguished from propaganda from modern developed democracies in that it's often laughable and obvious.

So, does this mean I will now believe China to be my "motherland" too?
garsh!

Beijing's "United Front" department has been doing this type of thing for a long time...

I dunno, were you around for the US presidential elections?

Good attempt but it doom to fail due to lacking of the real substance. The rest of populations in the world are not Chinese. Freedom of the press anyone? Oh yes, it is all internal affairs. This type of language will never work. Propaganda, brainwashing, control media...etc are the reasons for the world to see the real modern China. There are few who do not like to worship money, for there are greater value such as human right.

The Chinese are naive, stupid even to think that launching a propaganda campaign now will do them any good. The proliferation of Anti-Chinese (it did not start with anti-communism) propaganda has been going on since British colonial times starting with the opium wars (http://wsu.edu/~dee/CHING/OPIUM.HTM), and this prejudice has since spread to the US (see : http://en.wikipedia.org/wiki/Sinophobia). There's alot of anti-Chinese propaganda that was made or is currently existing or is currently being made. No amount of 'damage control' in the form of news media will alleviate their position. They are a sunk ship. To add insult to injury they're even considering hiring foreign newscasters who share similar prejudices to aid them in their stupid media blitz, talk about dumb and dumber. When it comes to lying and propaganda nobody excels in this sinister field as much as UK/US who I might add controls 99% of all media outlets and avenues of dissemination. Read 'Warriors of Disinformation' by Alvin A Snyder. China's just throwing their money away for n-o-t-h-i-n-g. Also, just because US/UK heckles other nations, doesn't mean China should stoop to such moronic behavior.

As for the internet itself. Ah there's the beauty, by embedding anti-Chinese propaganda through conventional mediums, the catalyst being the internet, the people themselves become sort of like a self propagating network of hate for the Chinese and China and anything that is so much as mentioned in the same line with you people the aforementioned 'yellow menace'. It's a work of beauty. I call this SUPREME PROPAGANDA. 5 stars. Highest achivement in slander.
