YOKOHAMA —
Charges of public indecency were filed Tuesday against 10 first-year Keio University students after the group was caught filming themselves streaking through Hiyoshi Station on the Tokyu Toyoko Line in Yokohama last month.
According to police, nine male students streaked naked through the ticket gates to a nearby restroom while one female student video taped the run during the early morning hours of Sept 20. The trains had not yet begun running and there were few passengers in the station at the time, but a passerby witnessed the incident. There were no station employees near the ticket gates at the time.
The 10 students were reportedly members of the Keio advertising club and had been drinking at a student’s home nearby when the group decided to “make some memories of their first summer at university,” according to one. The male students not only streaked through the station, but reportedly walked around the area in paper underwear. A witness to the incident notified police.
Keio University on Tuesday apologized for the students’ behavior and said it would punish them accordingly.

Sounds like a harmless prank. Now if they had tried that at Shinjuku at 0730 it wouldn't have been harmless. But what the heck. Slap on the wrist and get back to class. Take out the trash for a week.

Investigator: I agree with you again. Definitely a double standard here. Sure they were naked, but they had enough sense to streak when not many people would be around. Sounds like a fun and harmless escapade to me. Of course you don't want to offend others by running around nude but a certain amount of naked frolicking should be allowed. As others have mentioned, what about onsens. Even Japanese TV has nudity. There's a big difference between young college students having some fun and a sick pervert who exposes himself on the train. Have some common sense here.

I'm not a fan of public nudity, but this is classic college stuff. Let them off with a warning and MAYBE some community service, but seriously, this is at the minor end of the minor scale. They did it when the station was virtually empty, they RAN across the station to reach the bathroom, and there's no indication that anyone was harmed. At worst they caused a few turned stomachs, some blushing giggles, and some fresh gray hairs for their parents.

Have you watched Japanese TV? I have visited Japan several times and omigod..Japanese are really weird doing all those sexy stuff. Then, they can suddenly be very prudish about these naked boys.
Non issue - all the same - the parents should give them some pep talk.
