If she had killed a starnger in the street then yes, we would need to protect strangers in the street from this dangerous girl.

News outlets use the word 'allegedly' to cover their butts. If the news outlet writes "Mr. X killed Mr. Y." and then, if the arrested individual is found innocent, Mr X can then sue the news outlet for slander or libel or something fun. And probably win because it says so right there in black and white: X killed Y. By adding 'allegedly' news outlets are safe from lawsuits.
On topic: Seems this is another case of Dad urging the Offspring to study and getting killed in the process. Let this be a lesson to us all: No more urging offspring to study! Especially not in the heat of summer. Tempers will flare.
We don't know a lot about this story. Since we were all 15 once and since most of us probably didn't stab one of our parents to death when asked to study, it shouldn't be too hard to understand that there may be some horrible, horrible circumstance(s) that led to this.
maybe he was a bit to hard on her about how a good curry should taste, and how a good student should be, a what a teenage girl should be like, and how to act in certain situations, and how what is the correct way be seen but not heard. maybe that or she was just nuts. we will never know.
Anyone watched "Tokyo Godfathers" (2003)? If I remembered correctly, the girl who ran away from home did so, also because she attacked her father with a knife...

Somehow, I get the idea that the same remarks will be re-iterated 50 years from now, 100 years from now, 1 million years from now. Life isn't perfect. Live with it!
The story says her parents had "urged her to study". It doesn't say anything about abuse. The girl was over-stressed by her parents. I disagree that there is no need for her to go to prison. There has to be a consequence for such a serious crime. What happens next time somebody pisses her off?
The story is not connected together correctly. The holes in the story point to the girl being abused by the father, the mother looking the other way (probably too ashamed to say anything), and the rest of the house either ignorant of it, or just plain not wanting to get involved.
Don't add your own guesses to the story. Even if she had been abused, would it then be okay for her to kill him? If so, then at what level of abuse? If he called her a name? If he smacked her on her bottom? How far would he have to go to deserve death? Since you don't live in Japan, let me translate. "Urged her to study" is English for "he constantly hounded her to study so she wouldn't end up an over-worked salaryman like him".
