I believe he wanted his two minutes of fame. Why else would you email a threat, which is traceable back to you, instead of calling it in from a pay phone. Then he gives himself up. Maybe he's just using the Olympics for more publicity.
I think that man wanted to protect those Japanese passengers from the bad things they have to expect in Beijing, stuff like the air pollution and the ridiculous Olympic Games in general. What a nice gesture!
