Police have arrested the driver of a car that hit four elementary school children and then kept going in Fujieda, Shizuoka Prefecture, on Friday.

According to police, the incident occurred at around 7:30 a.m. The group of students was walking along the road without a sidewalk on their way to school, when they were hit from behind by a car, NTV reported.

Police said the four children suffered bruises to their faces and knees and were taken to hospital, but were released later in the day.

The driver, Shinjiro Nagano, 39, returned to the accident site around two hours after the accident.

Nagano, who works for a construction company, was quoted by police as saying, "The sun was too bright and it blinded me for a second."

Too m,any roads without sidewalks. And also even where therer are sidewalks plenty of folks happily prefer to walk in the actual road.

If Japan changed the law to allow for accidents that were not in all cases (no matter what) the fault of the driver of the car people wouldn't hit and run.

The driver is always at fault regardless of the circumstances. In this case, he lost sight for a second and hit the kids. A second? He should have spotted the kids at least 50 meters in front of him and slowed sufficiently. He admits he was aware he hit the kids, so he should also have stopped!

Regardless of the laws, no person with any sense of humanity would just drive off after running down some poor kids. Shinjiro Nagano sounds like a dreadful individual - he needs prison time in an attempt to rehabilitate and function in society. Just praying the little angels recover from this dreadful trauma.

And his excuse for then leaving the scene?

Blinded him for a second, he hit the kids, and he didn't stop because....? What did he do for two hours?
