This is unexcusable but if they did not make it so difficult for kids to get access to colleges when they do not do well on general exams would keep people from doing such unethical things. The future of their kids is at stake but Japan's system is not forgiving or generous when it comes to entering college or having access to something like a community college. I would say a commnity college doesn't even exist here.

Kitsune, the bribes in question were given to allow these parents' adult chidlren to pass the teacher recruitment exams, presumably after they had failed them previously. This one isn't so much an education issue as a job-rigging issue.
On the subject of community college, there's an interesting system here in the form of Hosei University - the "University of the Air" - which runs lectures on nationally broadcast TV and provides coursework via the post. My wife is nearly finished working through a bachelor's degree with them.

There have been quite a few instances of parents giving bribes, and in a sense those private universities that provide education for even the most unindustrious of school leavers present a way in which those that do not want to study their way into society can buy their way in.

This is a tough situation any way you look at it. The kids obviously wanted to be teachers. The parents wanted their kids to succeed so much they arranged to commit bribery and fraud. What would be really bad, is if the kids didn't realize what their parents were doing. In fact I hope most if not all the kids were this way, not realizing the fix was in.

KitsuneYoukai, how can you say this is "unexcusable" DO YOU LIVE IN JAPAN I have lived in japan now for 12 years and WIIDO is how things get done REALLY don't act so shocked. The japanese system of education is a joke ( from shogako through to college) REALITY and TRUTH is the first place to start for any change. I really like Japan, this is why I say Japanese must be Truthful to themselves even if it hurts. Don't follow the path of the US.
