A 28-year-old assistant Osaka district court judge has been fired after he was arrested for filming up a woman's skirt while on a train last August.

The Diet's impeachment court said that Toshiki Hanai, 28, had disgraced his profession with behavior unbecoming of a judge, Fuji TV reported Thursday.

Hanai was arrested after filming up a woman's skirt on a Keihan train at around 8:30 a.m. between Neyagawashi and Kayashima stations. He was reportedly squatting and taking photos with his smartphone when he was spotted by another male passenger who then restrained him until he was handed over to the authorities, Fuji TV reported.

During police questioning, Hanai was quoted as saying that he was interested to know what kind of underwear the woman was wearing. His phone had images taken up other women's skirts, police said.

The Osaka district court fined Hanai 500,000 yen and suspended him from duty, but the Diet impeachment court ruled that his behavior warranted dismissal.

the upskirt thing is very strange, and the fact that it is primarily a characteristic of japanese fetishism even more so. in my days of living in japan keitais were designed so that you couldn't disable the 'click' sound that the camera would make - I was led to believe that this was to deter this kind of perverted behavior. has this changed?

no jail time for this dude? I'd dare to say that the only thing he'll have learned is to be more careful in his future photographic endeavors.

I just love the reasons Japanese give for committing crimes. It's so amusing. I remember reading about a guy who set his younger coworker's hair on fire then told the police, "I told him to get a haircut. He didn't listen." Or, that killed his neighbor & told the police that he reason was, "He would not say good morning to me and he always complained about my trash."

Good stuff! I wish American criminals would give such amusing reasons to the police.

I don't think he deserves jail time, but he certainly does deserve to be fired. Amazing! He gets to keep his job!

2 months ago I heard a woman scream at a man and follow quickly after him on the Yurakucho line. They passed by in front of me as he was trying to get away from her and she was yelling at him, "You took my picture didn't you?!" She pinned him in the corner and yelled "TOUSATSU!" up the carriage. The train stopped moments later and the door opened. The guy was trying to break away from her grip and get off the train. I couldn't just sit there so I got off the train and came up behind the guy and grabbed him. He turned, freaked, and tried to bolt. The woman lost her grip and I bear hugged the guy and kicked out his feet. We fell hard on the cement. I split my elbow but didn't notice till later. I pinned the guy for 10 minutes in a headlock. Finally the woman got the station dudes to come. They took the guy away with the woman and her friend. I had to be somewhere so I didn't go but gave my card. The cops called me in the next day. The guy was arrested as the woman pressed charges. I got the red carpet from the cops as well as ¥10,000 per visit for the 2 trips I made to give statements. My elbow treatment cost ¥7,000 though with insurance and is still screwed. The cops said that money could only be regained if I went to civil court. My friends all said I shouldn't have gotten involved.

My friends all said I shouldn't have gotten involved. The reason they said that is probably because of the cases in the past where women or groups of women have made accusations like that to black mail guys that hadn't actually done anything, hoping they'll pay just to get out of the pinch.

It's not the first time, and he had other images on his iphone. Police should check the download on his computer at home, and most likely, you will find many other images. He has done this many times and probably for most of his adult life, but was never caught until now. He has addiction problem and he should be registered as a sex offender in Japan. Would you want your daughters with the short dress standing next to this guy anywhere?

Remember, most judges in Japan are "lay" judges. To me this is insanity but get rid of juries and let people with no legal background make decisions that effect peoples lives. That being said, it may be that he has legal qualifications but 28 seems a bit young to be a judge. He should have studied up on his case law and he may have got away with it. Still, don't understand Japanese men's obsession with women's underwear. There must be a problem in early education.

Judges here are not "lay" judges, it's the juries that are "lay" people and it's a relatively new system as well.

I like the system of having "lay" people involved in the decision process too, more people thinking about and considering the fate of a person being tried for a crime, vs one or a few judges makes things more fair in my opinion.

Oh and unless someone files a complaint against this guy for what he did,the odds of it going to the prosecutors office for charges is pretty slim.

I know... and then there's the sheer matter-of-factness about the way they admit to what they've done and why, like killing someone with an offensive hairdo, chopping them up, eating some bits of them and then flushing the rest down the toilet, to use a purely hypothetical example, is the most normal and commonplace thing imaginable. Admittledly, something might be getting lost in the translation.

Iwandabaka San, thank you for your selfless act. That was very brave of you and i wish more people had the same care for others and determination to prevent abuse. Well done and i am glad the police were nice to you that is good to hear and I am sure it was very encouraging for them too. This pervert is gladly fired and punished and should have done jail time. Judges are supposed to represent justice and respect, not abuse it. At least he is off the bench.

Hey Cris, Thanks for your support. I don't suggest stepping into trouble but sometimes it is necessary. This was a learning experience. My elbow has healed and I just want to forget the whole thing.
