This strikes me as the kind of story that you could only find in Japan. In other countries, kids jam up toilets because they are drunk and rebellious, but this guy's reason is priceless.
Realistically, how much interaction does a train customer require from railroad staff? You go through the gates, get on the train, and ride it to wherever you're going. I think I've talked to a railroad staff guy once in the span of two years.

Unbelievable... There are going to waste valuable police resources to stake-out a toilet.... The story is funny, but this part just drives home the fact of what a totally worthless police department japan has....
