I'm probably missing something here, but why would there be CRIMINAL proceedings against government employees for trusting the care to a private company?

I understand that safety is their job, and I'm not suggesting they don't get fired, heavily reprimanded, or whatever, but are they going after the company that was hired? Y'know, the people who were directly negligent, who were paid to do the actual maintenance? Obviously these two are guilty of not policing the job, and I'm aware of the tradition of higher ups resigning over their subordinates' mistakes, but it seems strange to me that they'd actually be taken to court over it. Is there something missing in the article?

it means that they could be called up anytime in the next 3 years to serve their sentence if they are found to be misbehaving.
