How can Japan have such a huge divide? Perverts who can't contain their sexual urges or fantasies. Yet studies show that over 50% of high school and college kids don't think about or are disgusted by sex.

@Robert Dykes the other less than 50% over compensates?

So a girl's panties are worth more than his honor? I do feel sorry for his family.

Rich or poor, businessman or labourer, NO ONE in Japan is above of the law.

Another day, another upskirt filmer (probably thousands more that aren't caught).

Please note: It is only the high profile people, cops, execs, etc. that make the headlines for upskirting. It goes on a lot more often than just the two or three reports a month. I caught a guy upskirting on an escalator at a train station in Chiba two years ago and when the cops eventually came it was me that was grilled and detained for three hours while the flops decided if I was to be charged with assault for holding this loser while the train guards came. They even checked my phone for images. I sh!t you not! And, I still don't know if the upskirter was even charged. I have seen upskirters in action at train stations twice since that incident, but have just ignored it.

What exactly do conservatives mean by “small government”?

They mean "small government (when the Democrats are in power)."

I might be understanding to poor cops or judge assistants going for it in the open, but that dude must be loaded and could have just paid girls for the fetish ( and he would have loads to choose from I bet you ) ...

This is just stuppid for someone in his position..

    “interested in voyeurism”

Someone needs to write full of quotes of confessions from Japanese. I love these for their refreshing honesty. Nobody here says "The Devil made me do it".

meant to say "write a book" with these confessions.

"Yet studies show that over 50% of high school and college kids don't think about or are disgusted by sex."

That could not be possible for male students. Unless they thought they had to give the correct answer.

... it boggles the mind. I mean surely they could just walk by some lingerie shop and see much the same thing?

Honestly though, all things considered, it's a fairly juvenile and harmless perversion. At least there's no mayonaisse involved....

He should have gone to the Giant Robot joint where the reflective floor makes everything legal. It's not against the law to take pics of floor , yes ?

    tairitsuiken

Seems to me that to these boys it is the thrill of knowing they might get caught and doing something naughty that is what turns them on. Because who in their right mind would would want to look at panties? I just can't believe it's only about the photo.

And who the F cares i he worked for a big company?!

    @Disillusioned and @spudmanreincarnated

Those are really troubling stories. You're trying to do some good and is the one being questioned. Don't know why I am surprised, though. Was once stopped by a Koban Hero when walking against a red light at 4 in the morning and absolutely no cars around . Guess he was bored (I sure would be).

This is actually the mind's addiction at work, its not discriminating hence white / blue collar still suffer from such addictions. As with any addiction, once the mind's focus is setup upon the object of addiction, it tries any way possible to satisfy this craving. Addiction can be treated by practicing Mindfulness. Old man needs to visit Buddhist Monestry for a long retreat.

Whatever happened to the "panties dorobo", panty thieves? I have to hand it to someone so fascinated by lady's undies that they actually took the trouble to brazenly steal them from off their hoshizao!

It's sick how often this happens. Train groping, upskirting, sexual harassment... Japan needs to reevaluate a lot about its culture's treatment of women, that lets men think it's okay to treat women like this.

    tokyokawasaki

He was probably bored and just looking to do something risky... This victimless crime has now caused him huge family and social problems... I say victimless because no mention is made about the woman, and whether or not she was informed... I suspect the J-cops thoroughly examined the evidence to try and identify her...

    "upskirt filming"

This is apparently illegal. But filming just legs is apparently legal.
Why bother with the illegal upskirt filming? I don't get it...

    Al Stewart-

It is all hearsay. Any time any person has been accused of a crime in any country,

professional news organizations use the word "alleged" (even if the perpetrator admits they did it) because they don't want to a, create a witch-trial b, be liable if and when the person is proven innocent.

Japan has all the wrong ingredients festering in its culture and society to brew up far to many individuals such as this.
