Proxy... This is a very common practise in law enforcement world wide. The country who issues the warrant for a person most always sends their own officers to return with the assailant. As such, China doesn`t get stuck with travel costs and there is no legal liability on their part if the guy escapes somehow.

Well, as far as I know unless I missed the news this summer, Japan and China have not yet singed the treaty on extradition and treaty on the transfer of fugitives. Talks have been ongoing for years and it was still not ratified as late as the spring of this year.
Going by this news story he was handed over to Chiba police in China and forcibly contained by them until he sat foot on Japanese soil where he was properly placed under arrest. I can see Chinese police holding him under arrest and Chinese police escorting him to Japan on a Chinese flagged airplane and then releasing him as soon as the plane touches down.

In China you do not pay to stay if you are a criminal, you do not pay to get out of jail, you do not pay off officials. China upholds the law very well thank you. China compared to nearly all countries is very safe.
Criminals are dealt with quickly with all necessary force.
Scumbags like drug dealers, violent robbers, rapists, murderers, etc are dealt with absolute brutal force. Just as it should be. That is why the streets are safe and these crimes ar very very rare.

Crims get a slap on the wrist for nearly all crimes. They tell the Judge a Bull-dust sob story an they buy it. It is a revolving door the justice system there and you know it.

They don't fool around in China with crime of any kind... 2 weeks and he would have been, charged, tried, convicted and executed...

I can understand if he was escorted to Japan by Chinese police but not being escorted to Japan by Japanese police.
