I have strong difficulties reconciling both statements. Are gambling, drugs, prostitution, loan sharking, protection rackets and white-collar crime not illegal? something to be tolerated??

Jerobeam, can't you read? The gangs themselves are not illegal - the activities that they are involved are. It's the same as torrenting - the protocol isn't illegal, the files you might download most likely are.

Yes & no, technically gambling, prostitution etc are illegal BUT since the govt & keystones do next to NOTHING about most of this it is IN FACT quasi-legal & about a close to encouraging illegal activity as you can get.
The bottom line is it should be brutally easy for authorities to rack up mountains of evidence of illegal activity itself, more mountains of the account type. BUT THEY DO NOT, they let it all happen in plain sight

Justice system is broken because the cops actually believe gangsters are a necessary evil to keep down crime. If other places with major crime groups is to be a model, it should be NYC, where crime actually dropped a huge amount when they got rid of most organized crime, and kept the others under tight surveillance.
It's actually funny how some comments on another fukushima workers disappeared for saying it was the work of gangsters, and it turns out that it was all true.

Honestly it would take a Yakuza to commit men to thier future miserably slow cancerous deaths by cleaning up that mess.. The government could hire every recruiting company in the country but essentially they would be signing the death sentence for every worker.

Only in Japan are the mafia not illegal despite engaging in almost entirely illegal activities. No doubt in this case Arai was handed to them on a silver platter and with full confession or they would not have moved at all. One guy arrested for what is undoubtedly rampant in the clean-up activities.

Without the yakuza and their coercive ways of hiring people, Japan will need to import workforce to clean up this mess. I doubt this is the government's wish.

How come yakusa can't go into gyms with their tats, but they are allowed to do this kind of coersive labour market stuff by the nuclear industry? Who cares if he didn't have the right documents?. They shouldn't be dealing with these kind of people at all. The nuclear industry is a disgrace.

If you have some experience with the legal system in Japan, you will realize they are 'conceptually' tuned with Yakuza. They both work based on intimidation, telling lies, and taking away innocent people's money. Sometimes they set up a show like this, but everything is simply about 'deception'.

He sent people to help in clean up and they arrest him for it? Thisseems like an excuse for getting at him for some other issue.
