Doesn't the perp know the difference between the smell of gas and the smell of water? I mean, gas smells water doesn't smell, huh? As far as not having money for gas... WALK, TAKE A BUS or something. If this is the same plastic container that once held petrol it might have still had a small amount of petrol in it & petrol floats on water, so sticking his nose in the top he would have smelt petrol, even if it was only a thin layer on top of a tank of water. Besides, it was probably dark too so he only had his sense of smell & touch to go by.
