How can you excuse such negligence?

The boat "captain" is to blame, but part of the blame should be borne by the dive school directors for allowing the dive to run, even if the storm was freakish.

Dives NEVER take two hours. An idiot if there ever was one.
I also agree that the school also needs to face blame as well - Japanese owned I believe.

In the Bahamas, the boat captain made us get out when he was ready to go. He just had to say "lemon shark," and I was pulling my friends out for him. That was a snorkel dive. If we were using air tanks, the dives would have had a shorter time limit.
