    I get the feeling China allows these incursions into Japanese waters on purpose as a provocation because if there is one thing the Chinese government (and its only friends North Korea, Sudan and Iran) is very capable of doing, it's controlling its citizens by using whatever force or draconian law it deems necessary.

    don't kid yourself, when it comes to business, China has more friends than you can ever imagine, and that includes the Government of japan.

    Japan should do what the Aussies do - Confiscate the boat and then burn it. Also the cost of an air ticket to return the offender is included in the fine.

    These Chinese Fisherman would then think twice about going into Japanese waters, knowing that they would lose their boats if they did. Having noted that, theses fisherman and have no scruples or morals, so they probably won't care anyway.

    Would it be great if the Japanese Air force & Navy were allowed to use the Chinese Fishing Boats as Target Practice ? Great Viewing!

    Those Chinese Fisherman were most likely communist spies trying to figure out a way for China to steal those islands from Japan.
