    They could have saved at least 177 million Yen, and just asked someone attending the DEF CON convention at the Rio Casino in Las Vegas to tell them what they need to do.

    What cyber-defence?

    Like those that didn't protect overseas government agencies,police, banks, etc? Or those that exposed 45 Mill accounts recently in China?

    US might have introduced the Net but they are still not any better at protecting their own data than the rst of the world.

    Still today 90+% of all cyber crimes are done with insider info, erase that and you might get to 96+%.

    @GaijinTraveller: If they have money producing cyber weapons, why would they ever spend them when they can keep them and make lots of money with them instead? ^0^

    I am surprised Japan is finally doing this, I mean this is 2012!! Not back in 1983 or something when the internet was invented and or Apple first came out with a cheap desktop to have it sold all over the world.

    The United States and China are reported to have put so-called cyber weapons into practical use

    I don't get what is going on here. Chine has already have this weapon, but most of the cyber attacks originate from China. Now japan applies the same cyber weapon against China's cyber weapon. What's next?

    By just 3 things, most of cyber problems would be solved.

    Don't open attached files.

    Don't install Winny.

    Closed network and develop better encryption system.

    With the fast pace of Microsoft and other companies in bringing out new versions and patches of software, it's quite impossible to build up a defense before viruses are developed.

    Also, as we all know, most software have bugs and security issues upon release, which can be used by viruses and hackers to break even the best and most expensive security equipment available.

    By making a "viral weapon" that tracks who, when and how often a certain server or network has been accessed to -- either by legal or illegal means, would help pinpoint the culprits faster and more efficient.

    That is very true, moreover even if they succeed developing an effective security program it is simply impossible to optimize for the many of the hardware and their OEM versions. Let alone making it fully Unicode compliant.

    It is impossible to beat the hackers and virus writers for:

    A./ First they need to detect and decode the virus in order to make the proper virus definition, and even after it's made, first they need to test it. It needs time. Without viruses and virus writers there is no anti-virus software, they are always one step ahead. They form the world of the internet.

    B./ Hackers are using the IS systems and develop new methods from from the patches. Many times they don't even know about Windows vulnerabilities, they learn about it when the usual monthly patch comes and develop a hacking program in haste and bring down all the computers that are updated with a few days delay.

    C./ There is a strong competition and unwritten silent agreement between IS program makers, and as soon as newcomers claim space in the market, they themselves develop viruses and hacking programs that beat the newcomers' security program to kick them out of business and lure users buying their program as it certainly gives protection against their own virus.

    Also known fact that the IS soft makers try to paralyze each others programs by containing hidden codes and hidden leftover files and regkeys that makes the other makers program buggy and renders unreliable if installed following the uninstallation of their softpack. Many IS programs like e.g . Kaspersky has a special feature that removes previously used other makers code and harmful leftover during the installation process.

    These programs that Japan developed , the cyber weapon will only open a new door in the cyber war, it's technology cannot be withheld and soon will be known for hackers.

    D./ As stuxnet and its well-built variants shows, they work like Lego and can be built bigger any time simply by adding a new element, hacking became a government business, done by powerful, highly professional developer teams. Am I right? What is this Japanese cyber weapon if not that? It's a weapon, today used for self-defense, but being a weapon they just need to re-target and can attack. Like stuxnet. Another government business.

    so build the weapon first, THEN look to change the constitution??? How about just following the constitution and NOT building weapons. BTW how can Japan make landmines or guns and that doesn't violate the constitution?

    Not much of a constitution if following it is meaningless

    Thats good news but why send millions for it. They could have ask the ANTI VIRUS companies how to. NO VURUS, no bizness for ANTI VIRUS companies.... simple logic.....hehehehe
