KYOTO —
Police on Tuesday arrested a 20-year-old JR East employee for using his cell phone camera to film up a 16-year-old high school girl’s skirt on the escalator at JR Kyoto Station.
Daisuke Kitayama, who works at Yonehara Station, was arrested by police officers who were patrolling the station around 5:05 p.m., after he was spotting pointing his cell phone up the girl’s skirt. A spokesperson for JR East said Kitayama was off duty on Tuesday.

Wow! What an oddball question! Where did that come from? Did you ever think he might respect females so much that he feels he is not worthy to even talk to them, yet he has to do something to satiate his desire. I think a lot of Japanese guys lack social skills, and suffer from this.
I would define having a low opinion of Japanese women as the guys who approach darn near any girl, and when they get one they use her for a night and go on to the next.
More likely this dude suffers from too much respect and has a serious conflict of interest in his head.
Prostitutes are not that good, not even to look at. Porn is not the same. Guys want to see more of woman who they have actually seen with their own eyes. Its natural, but something we males have to learn to deal with. This guy did not.
What the dude did was wrong, obviously, but lets not make wild speculations about it. They don't really help. I feel sorry for him. No man should have to resort to that sort of behavior. --Cirroc

Another sad case, and a very sad reflection of modern Japanese society. Despite posters on this website trying to tell us that Japanese men dont have a problem in this regard, this story is just another one in a long line of similr stories to prove that they do.
In what other country would you get this kind of news story repeated on an almost daily basisd - and involving men from all walks of life, too. This is the country with signs everywhere saying "Watch out for Chikan" -in parks, housing estates - everywhere. This is also the country where a large majority of the women claim to have been sexually molested on trains, to the point where Japan in now the only country in the wortld with varriages on trains reserved for Women Only. Lets face it - many many Japanese men have a major problem in relating to women - many have a "mazaa konpurekksu" and many others are just plain pervs, like this young guy. There is a big market in this country for hign school girls` knickers, too, which I am told many sararimen keep in their briefcases. (sic) No, whatever the J-apologists try to tell us, it just wont wash - Japanese men have a big problem.

I feel sorry for this young man! It is a big tempation, all these young girls, whith their nice, smooth legs and soft white panties! He should have just stolen a peep, like we all do from time to time but pulling out his camera, was a bit too much!

Let any 20 year old, straight male who doesn't enjoy a peep up a skirt cast the first stone.
Does this guy deserve to be branded pervert for life? Maybe; maybe not. Ban camera phones.

What exactly does one with only basic Japanese skills do in a situation where you see some older guy covertly taking pictures with his cell phone up girls skirts? Call the cops? by the time convince anybody of what is happening, dude will be long gone. go vigalante on the guy? then i'll get thrown in the slammer. I ask becasue I saw a guy few weeks ago that looked like he was doing that. Tell the girls? I really didn't know what to do or who to tell. There were not cops around and only a couple of clueless information ladies sitting nearby.

Oh dear. That would make it so much different. Suddenly I realize how much my sister or daughter would be devastated by someone filming up their skirt. They probably would not be able to leave the house for years wearing a skirt. Oh the horror! The shock! Your tactic of making this personal has totally worked. NOT! Fooled you!

Study Japanese if you care so much about this harmless crime.
For a harmless crime? No sense even suggesting it for a second. Get your Japanese skills up to date, demand the guy go with you to the station attendant and demand he hand you his cell phone so he cannot erase the pics. He just might do it. This is Japan after all.
Even if he runs, he just got busted and that alone will deter people better than a lot of people think. Just walking over, getting close and looking at him with extreme disapproval is going to have a huge effect, and you don't need language skills to do that. --Cirroc
