Dualta - The sweeping negative generalisation about Japanese men not being able to control themselves is accurate. That doesnt mean that ALL Japanese men are perverts. But I have never before seen or heard about so many sexually twisted weirdos than in Japan.
Groping is a daily problem in Japan. A high school girl fixation by Japanese men seems to be popular given the large amount of high school themed porno (which is prominantly shown on magazine racks for all to see). Men dont seem to think anything wrong with paging through a porno comic on a train during rush hour. Stalking seems to be very common. Most Japanese men dont seem to have the basic social skill of even introducing themselves to the opposite sex without nervously sweating. Panty stealing makes the news fairly often. Sexual harassment behind the excuse of "I was drunk" is common. Power, violence and rape are common themes in Japanese pornography. The sports section of the newspaper has full pages of sex ads with pics. High school prostitution business is booming. There are a gazillion hostess bars. Etc etc etc etc.....
Many Japanese I talk to think the above is quite normal and they believe it happens with the same frequency in every country. Well, it doesnt. If you are a little observant and a fairly well traveled person its easy to see.
So when a shocked foreigner comes to Japan and makes comments about this subject many will offer the lame, "Well, America/Canada/Europe has groping too." Or, "Not all Japanese are that way."
Japanese culture has several good points, but this isnt one of them.
One thing I noticed about High School Japanese girls is that they don't really look their age. They look older, but they somehow stay that way for a long time so when they're in their 20s or 30's they look younger. However, those girls in Junior High actually look much younger. Interesting...It was something I noticed the past few times I've been to Japan. I just assumed they looked younger throughout all their ages but I found the High School girls rather developed overall.
Anyway, this guy is destined to be a molester. They start off like this and move up. I wonder how many of rapists and stalkers started this way.

In Japan, however, hearing about chikans is as common as hearing about hostess clubs, no-pants shabu shabu and underage prostitutes looking to score a LV bag. I recall a few years ago a guy actually wrote a book on how to go about groping without getting caught. He even did the rounds on all the variety shows and was treated as a celebrity, which may just be where J-cops, professors and now LDP secretaries learn skills. The Japanese, not to be outdone by technology, have even gone so far as to create chikan websites and online clubs, where dudes offer tips on how to do this. This is a sign of a very deviant society and certainly CANNOT be considered the norm of any modern culture. No wonder women aren't getting married and having children at the rate they used to. So, I wonder if your logic circuits aren't being overwhelmed by your desire to see the positive in Japan and ignore the negative. IMHO, of course.

Not at all true. This kind of thing happens in Europe all the time but it doesn't make the papers because it's considered the norm.
In the USA it usually doesn't happen and if it does it's ususally taken care of with "street justice" which also isn't often reported.
I would tend to think that Japanese women are becoming more liberated than their Euro sisters but are still less so than Americans. IMHO, of course.
