I have tattoos and use my gym's public bath 6 nights a week. The one catch is that I have to 'tape' them up. I do expect that 'taping' would be a big pain in the arse to do with a 'full back tattoo.'
In my mind, if the tattoo artist is guilty, he should have to pay a small fine or something like that. The kid should be investigated for his altered id and charged if it is deemed warranted.

likeitis, I agree with most of your comment, up until the part about letting the kid get his tattoo. We would hope that an establishment like this would make the right choice when providing a service. A full back tattoo is wrong for a teen that has yet to visualize the impact it may or may not have on his or her future. As a parent, I would hope my child gets turned away by a smart shop owner whose mind is not clouded by making a buck, and also knows its not right and against the law.

I am not so sure. I think most teens know they want the tattoo, and will get when they get older anyway, or change their mind for reasons that really don't have any bearing on the course of their life. Its a tattoo, not an amputation. But I would be more than happy to compromise and make them think it over for a week. And man, if they got the money for a full back tat, I would think they could also afford the laser surgery to get it removed!

Cut the guy a break, he was just doin his job and had proof the kid was over 18. Lots of people look younger than they actually are.

School student is learning fast how to get behind the bars not very far away. This is the way the young generation start to get their criminal intents on their minds. The next we will possibly hear that he will be printing fake notes. Why arresting man, arrest student and put him behind the bars. 'THERE IS NO SENSIBILITY IN THIS PART OF JUSTICE.'

Were you actually told to tape up your tatoo(s) or did you do it preemptively?
This is my personal interpretation, but I draw a distinction between irezumi (刺青) and tatoos (タトゥー). Public baths, spas, etc. post signs in Japanese (I've never seen one in English) which prohibit people with 'irezumi' from using the facilities. These signs are nothing more than passive indirect way for the management to tell yakuza and boryokudan members, who traditionally were the only ones in Japanese society to have tatoos, that they're not welcome. From my perspective, this retriction has never been meant for other customers, like foreigners and younger generation Japanese who have fashion tatoos, who are not members of criminal organizations. Being in the military I myself have a tatoo like many of my colleagues and I regularly use public bathing facilities like those at hotsprings and country clubs but have never been refused service because of my tatoo or even cautioned. Of course the staff wouldn't know that I'm a native Japanese speaker so you could argue that I'm not being thrown out because of the language barrier, but then again I would think that the signs would be posted in other languages too if the true intent was to keep ALL tatoos out of the establishment.
