I can understand this, in Japan it can be pretty difficult to get reservations at the best establishments.
Goals - It would seem to be that way, yes. He was saying it was decent food there (compared to what he would be eating), rather than cuisine deserving of a Michelin star or 2.
This reminds of the story of some guy a couple years ago.
He was pressing the police to put him in jail before new year.
Asked why; he said that he did not want to miss the New Year Ozoni, which made him do the crime in the first place. His crime was not paying the taxi fare. And the police checked his backgrounds, they found out he did the same offenses every year to be in jail by January 1st.
I was arrested for having a knife in my backpack, did not know you could not carry a knife, I always carried one in Australia as I did a lot of work outside and sometimes a knife came in handing when other tools did not, so did the same here. Well spend 9 days in a detention cell and have to agree the food is fantastic. I was released as it was just a silly mistake as the police said. First time in 42 years I have ever been in trouble with the police; never even got a speeding ticket in my life, so it was a new experience. Do not want to be arrested again but, no matter how great the food is, the wifes cooking is way better!
Granted this story does not warrant the front page, but its entertaining nonetheless.

I guess it is better than starving but I would imagine that, with a police record, this guy is going to be a ward of the state for the rest of his life. Unless he becomes a more successful criminal, that is.
What a LOOSER! 25 years old and can't find a job? If he loves food so much, go to work at Mc Donald's etc.. Sounds like this dude has a couple of screws missing up stairs to me.
