The question is who sold tainted rice to Mikasa Foods, Mikasa does not have rice fields nor did they import directly.

that question is answered above. and, the rice was sold to mikasa for industrial use. mikasa decided to sell it as food and make money.

The Japanese government thought they had a great loophole in their agreement with the WTO regarding rice import and this is the result. Bad karma.
