Ministry of Defense employee arrested for feeling up 17-year-old girl on JR Saikyo line

A Ministry of Defense employee was arrested on Wednesday under Tokyo and Saitama public nuisance ordinances, accused of putting his right hand up the skirt of a 17-year-old girl sitting beside him on the train and touching her left buttock.
According to police, Kenichi Uchida, a 47-year-old systems management employee at the Ministry of Defense, is suspected of touching the girl at around 11 p.m. Tuesday over a period of about 13 minutes as the JR Saikyo line train traveled from Jujo station in Kita Ward, Tokyo, to Kitatoda station in Saitama Prefecture.
A male passenger noticed the girl crying and called out to Uchida, who was handed over to police at Musashi Urawa station. Uchida told police he had consumed one beer and five glasses of shochu with his colleagues before taking the train home. He has admitted to touching the girl and said he got excited when his hand was next to the girl’s leg.

Although the Saikyo line is notorious for it chikan are everywhere (I haven't met a woman living in Tokyo who hasn't been a victim of one, at least once) and always will be until their victims take a more proactive role in outing these sad pervs. Chikan are encouraged because they think they can get away with it, and more often than not, they can.

i was molested eight years ago while i was on train from nakagawara to shinjuku via the keio-inokashira line! a perverted salaryman squeezed my knees, and the only thing i could do was escape from him coz i didnt know how to speak japanese, and i was afraid of being taken advantaged bcoz of my limited understanding of the language! and that was in TOKYO... not saitama!!!

Bobcatfish: No one has the right to touch another's body with lecherous intentions without the other's consent. Sexual expression/intention is all it takes to make touching inappropriate. Can you tell the difference between a hand shake with your boss and have your hand squeezed by someone "amorous?" If the victim feels harassed, she/he WAS harassed.

Did he reach across her from the front or from behind? Or did he reach across himself? We need to know these things. The media is not forthcoming.

teenagers in japan live in their school uniform because they go to cram school immediately after their sports club, and most don't return home til 10 or 11pm.
i've been wondering if this teenage lifestyle of school/club/juku doesn't inspire an entire fortitude of men who never got the chance to "do" a schoolgirl when he was of similar age - thus the reason why high school girls are touched up all the damn time?
