    It's not "...women, who are weak." It's "...women who are weak." There's nothing sexist about it without the comma.

    The original Japanese quote is 力が弱い女性 so you're right.

    Somebody has probably already said it, but... This probably started by some cop getting caught in drag and "nabbing purse snatchers" was the first excuse that came to his mind.

    Why they need to dress like women? Why don't they use women forces like used in groping cases? It's effective and obvious fact that using female cops is the best way to make a trap for the snachters. This is just for show that the police dept. is doing something.

    Firstly, did they arrest the other policeman? Secondly why would you panic you are a policeman!

    I`m not a psycologist but imagining myself a purse-snatcher for a moment, I would be far more inclined to go for the weak-looking ones than the strapping women striding confidently along the street. They need to be trained to ALSO think "muffin or croissant?" as they walk.
