Someone carrying out a blackmail threat? Bring back electrocution for people like this.
The world is in enough difficulty as it is without extremely selfish people going around and causing even more trouble.

What will the nut (with or without nuts) be charged with? Attempted murder or obstruction of business by force?

The impotent p#$%k probably gets off on the idea that what they do will hurt people. Like commiting a murder and not getting caught. They just have nothing else better to do, which is sad to be so stupid.

This is an odd thing to do, even for a nutcase. Did someone have a bad experience as a trick-or-treater?

This is a common tactic used by members of some Animal Rights groups.

This isn't the start of a trend- there's been incidents exactly like this here every couple of years or more for a long time.

And there might be many more similar sly, sophisticated, stealth crimes committed indiscriminately, they just don't come to light and many people might die without knowing what had happened to them. I heard about many others, God save me printing it out for copycat. This is a stupid one, the smart ones never get to known, neither the perpetrators get caught.
All I can say, be careful and learn to pay attention to every little things you do in your life. It's safer to go through hard things in life, for we are aware of the risk and the danger and we know we get over them in time. Small mistakes or negligence can rather cost our life. Life depends on small things, not the big ones.
I know you say it seems it's impossible to live like that, but yes, you gonna check your pet bottle for tiny pinholes before drinking, check the sandwich before you bite in it, don't drink from the can but pour its content in the glass etc.
Now, you say I am a paranoid. You can't imagine how easy it is to learn basic caution and get used to it as an everyday routine. Yet, nothing guaranties 100% safety.
Not very comfortable but if we live in a world like that, we have no choice.
Illustrating it with a tale like sample, it's like fragile, sweet, gracious antelopes are grazing in the savanna and in every 5 seconds they halt, raise their head, look around and carefully listen. One young learner says "but it's impossible to live like that". The other might teach him "that's the only way to live"
I can say it's not only for Japan, wherever you are. We live in the world we created.
