It was wrongful arrest because the law here stipulates that you do not have to sign a speeding ticket, and you're perfectly within your rights not to do so. I once refused to sign a ticket and the cops just told me that in that case, I would have to appear in court. I had an interview with a prosecutor and he determined that the officers concerned had no grounds for stopping me. They tried to prosecute but ended up with a warning by their superiors and apologizing to me!
