No. of detected crimes down in 1st half of year
TOKYO —
Police detected 879,208 crimes in the January-June period of this year, down 5% from a year earlier for the sixth straight first-half fall, the National Police Agency said Thursday. The arrest rate in the reporting period rose 0.3 percentage point from the previous year to 31.6%, according to the NPA.
The yearly number of crimes has declined since hitting a peak of 2,853,739 in 2002. The number of murder cases came to 649 in the first half of this year, up 63 from the same period last year, when the annual total fell to the lowest in the postwar period at 1,199, the NPA said. The number of murders by random killers stood at five, up two from a year before.

Well, let's look at the facts here first shall we. There were more police officers arrested or dismissed in the first half of this year for petty crimes, than have been in the previous five years altogether. Perhaps this accounts for the drop of 5%? Either that or cops are finding it harder to catch the elite and highly dangerous bicycle thief!
