NPA to launch nationwide protection scheme for underage girls offering sex for cash online

The National Police Agency has announced plans to implement a nationwide scheme aimed at offering guidance to young girls offering prostitution services or selling their underwear online.

Police say collated data suggests that the number of cases of underage prostitution reported last year was around 6,800, a decrease on the previous year. However, the number of cases of underage prostitution that were arranged online has continued to increase for the last three years running, Fuji TV reported Friday.

In an attempt to prevent young women from falling into prostitution from a young age, the NPA said it will roll out nationwide a scheme that has been tried in Shizuoka since 2009. Under the scheme, girls offering sex for cash or their underwear online are approached by care workers and offered guidance.

According to the NPA, 52 girls under the age of 18 have been taken into protective custody and potentially saved from a life of prostitution in Shizuoka since 2009, Fuji reported.

The scheme was expanded to 10 prefectures in April of this year, since which time 89 girls under 18 were approached and offered guidance. Of those, 43 confessed to having been involved in cases of underage prostitution.

An NPA spokesman said the scheme has produced reliable results and will be expanded nationwide from Nov 21.

52 in four years. 13 girls a year. How much is this going to cost us? How many turned 18 and went right back to prostitution and selling underwear? Sounds like a big bit of expensive feel-good nonsense to me.

Ah, the oldest profession in the world! It is good to see them acknowledging the plight of these girls, but I think they are placing their attention at the wrong end of the line, as usual. Instead of focussing on the workers they should be focussing on the customers. Get some severe penalties in place for both the pimps and Johns and, enforce them! Most of these young women are cohersed into prostitution by unscrupulous deviates. These are the ones the cops should be chasing up.

Nice for the NPA to make it safer for underage girls to offer sex for cash online. As they say, to make things less underground, regulate it and make it safer for everybody. Nice protection scheme.

I think it's a good idea. Some young women might just have been influenced by other misguided friends; meeting some thinking adults who can actually help them with their reasoning could make a difference. In today's societies people tend to be sectioned off into different age groups and so older role models are not always present. Yes, its a drop in the bucket, but it's a good start.

I don't exactly understand what they are doing for/ to the girls, or why.

Is this a plan to go after the Johns? To go after pimps? To actually help the girls go straight?

"approached and offered guidance" is very vague and just sounds weird... What is this about?

Lip service. They need to enforce current laws before suggesting new ones they will not enforce. They could EASILY shut down enjou-kousai sites but don't do enough of it. And I won't even mention that a good number of police are caught with up-the-skirt cameras, panty thieving, or groping on trains.

Forget the 'schemes', the 'suggestions', and the 'proposals', and please just DO IT! Shut down ALL sites which feature porn with teens (actual teens or just sailor-suits or other teen-like costumes regardless), track down the ISDN of those who have such sites and arrest them, and put harsh penalties on anyone who engages in such prostitution, as well as the girls themselves (unless proven they were forced into it). The problem is getting WORSE, so the laws need to get BETTER, not just the talk.

OK, the headline was a little scary because it sounded like the police were "getting into bed" (pun intended) with the girls and acting as their bodyguards while they worked. The article was a little more mundane.
