    What is the meaning of this; 'severely punished?' Japan doesn't have anything like that for such people. Will they get longer suspended sentence, or will they build new escalators behind the bars. Cheap materials are cause for that, and grid for money, instead to perform regular maintenance. 'Judge should give them prescription with; 'TEN YEARS OF HARD LABOR BEHIND THE BARS.'
