KITAKYUSHU —
The Japan Coast Guard plans to send papers to prosecutors on the captain of a South Korean container ship charging him with professional negligence in connection with the collision of the ship and a Japanese destroyer in the Kammon Strait in western Japan last month.
According to the Coast Guard, the 44-year-old captain of the 7,400-ton Carina Star is suspected of having suddenly steered the container ship to the left to avert a collision while attempting to pass another vessel, before the container ship collided with the oncoming Maritime Self-Defense Force destroyer Kurama in the strait around 7:56 p.m. on Oct 27.

After all we've read on how the Japanese authorities told him to pass on the left, we now read that the Korean captain will have to carry the sole can?
Suddenly steered to the left? Evasive action? Was he about to run into the back of the vessel in front, then?

It says it so this brief article. It was a narrow strait and he was trying to pass another vessel. It was dark, perhaps there was strong current, but it's entirely the korean captain's fault.
He bought his ticket, he knew what he was gettin' into!
What I would like to know is if the Japanese captain was internally forced to accept responsibility "sekinin".
