    Investigators assuming:'The Lassen’s commander is suspected of failing to take appropriate measures to avoid the collision such as by slowing down, while the boat’s captain allegedly neglected to keep watch, the officials said.'

    Amd my assumption: "He must be fuled with alcohol or perhaps even on drugs or just a stupid and stuborn mistake."

    everyone failed. too bad the commander has to take the heat, but lol if they expect the commander to be "prosecuted."
