These aren't immigrants - certain elements in the local society would benefit from creating a Japanese passport based on a false ID.
The data would be more meaningful if they included the number of total passport applications for each year.

BB Leo: Do you mean all Japanese should carry photo ID? I'm quite sure if you push hard enough for that the Japanese government will be happy to oblige. Not sure what it has to do with the immigration system, though. These are Japanese citizens making fraudulent applications for Japanese passports. Or do you think they're all dastardly foreigners posing as Japanese? I imagine most of these are home grown criminals needing false or double identities. Maybe people like Ichihashi who are wanted for murder and want to get in or out of the country. Yakuza needing to go about their business more unimpeded. Most foreigners are very unlikely to apply for Japanese documents. Unless they are absolutely bilingual and look Japanese.
