In the English translation 'would' is used. This has a different meaning from 'will' in that it is a possibility while 'will' is more definite. I hope this is a translation problem and not what the people wrote.
Still, are these people serious or just pulling the cops' chains? If they're serious, they obviously need help, not jail time; if they're just joking around, they need some jail time. Will the cops know the difference or care?
In legal terms there is no difference. A thread of violence is just that.
Even if you say "I could/would have killed/harmed her/him" you are liable.
Same that 95% of bar/disco/etc altercations are fights and NOT self-defense situations as most people claim.
Few realize that they are provoking/partaking in a fight even before the first punch is happening.
There are strict guidelines, even if you are jumped and have a chance to escape/flee but rather put in a boot or punch you are liable for assault/fighting as you had a chance to flee/escape but chose to stay and FIGHT. Even verbal comments are taking part of a fight and escalating a situation.
Hence why I am laughing at all the tough talk here as most will land the guys in jail themselves. In a fight BOTH parties are held responsible.
If these pathetic losers want attention they should wear a bandaid to school or frequent maid cafes where the girls fall all over them. What they have done has gotten them into the trouble they deserve and I hope some time in a Japanese prison will teach them not to be so stupid.
‘‘Police have no choice but to take action,’’ said National Public Safety Commission Chairman Shinya Izumi after Tuesday’s Cabinet meeting. ‘‘Otherwise, they will fail to protect what should be protected.’’
Yes, assault does not need a blow to be considered assault.
To threaten another person with death is a threat with intent to murder another person. If you say "If you do not leave, I will hit you" that is a threat to but it gives a person a graceful exit. But to say, "I will track you down and torture you but leave you to die a slow, painful death" is still intent to murder. You can assault a person with words before committing battery. Thus, common assault does not have to include physical violence; verbal assault is also indictable.
Death threats are as bad as hate crime, possibly worse.
So they should take action. Prevention of a disaster is much better than a cleanup. Has anyone thought about WHY these people want to commit these crimes??

They dont. The Japanese are like sheep and tragedies like the Akiba stabbings have brought all of what and who is worse about Japanese society out from the woodwork.
The Japanese love trends. They love to follow leaders.

What are you, a lawyer? You sure do talk like one of those guys...
Zen_Builder at 08:46 AM JST - 25th June
Not a lawyer, just a guy that knows about the laws and I need it to teach PROPER self-defense vs the stuff sold at commercial schools.
It is not about being the biggest/badest bastard out there who can kick anyone else. Like most MA and Self defense schools want you to believe.
Most of those courses like Krav Maga, etc will end up with you in jail and not the perp.

looks like Japan has a big problem, maybe those in power should start to admit that they are the problem and not NJ as they usually try to claim.

Copy-cat criminals or ciminal-wannabees are just as bad as the originals who do the real thing. Lock `em up and throw away the keys.....

I think it is necessary that these people do not write such emails.
